Recent Transportation Impact Study

"It is expected that 144 students will walk to/from the proposed middle school. Crossings of Montgomery Avenue should be provided near the bus driveway to facilitate internal access to the school and minimize internal student/vehicular conflicts. It is stated in the PennDOT's Publication 46 Traffic Engineering Manual that "a 15-mph school zone speed limit is only applicable when at least one student walks to school." A School Zone (15 MPH speed limit) is recommended along Montgomery Avenue along the proposed middle school frontage." Page 13.

The UP School District has known for over 18 years that Montgomery Ave. is unsafe for walking students. The recent "Transportation Impact Study for UPSD proposed new middle school" reminded them that they need to remedy the safety issues on Montgomery Ave. to proceed with adding more students to that area. Yet, the UP School District filed a lawsuit against Upper Hanover Township when Upper Hanover required stipulations for the safety of the children for the district to build a new middle school on Montgomery Ave.

The question now is:

Does the UP school district realize they need to improve the safety of Montgomery Avenue

whether or not a new school is built?
