The Act 1 cap regulates school district property taxes in PA

With the Act 1 cap, a school district can do one of the following:

  • Adopt a final budget with rate increases less than or equal to the Act 1 index

  • Seek voter approval through a referendum of a rate increase greater than the Act 1 index

  • Receive an exception from the Pennsylvania Department of Education that permits the district to adopt without voter approval a final budget containing a rate increase greater than the Act 1 index.

We Don't Need a New Middle School.

They WANT a New Middle School.

Past history shows the UP school district CAN and WILL raise taxes higher than the Act 1 index

Except for 2017 (See the 'The 2017 Predicament' page)

6 out of the last 8 years, our district

was granted the exception to raise our taxes above the ACT 1 index

Based on history, the last bullet is our district's preferred option.

As we show you on the 'general operations budget' page and

especially since they dropped the ball on the 2017 increase,
our district will be in need of funds for
general operations and will definitely have to

apply for more money above the ACT 1 index in future years.
