Financial Forecasting And Planning
Financial forecasting is the practice of projecting the quantitative impact of trends and changes in a school district’s operating environment on its future operations. It uses current and historical data to predict changes that could impact a school’s status in the future. It is, therefore, an integral part of a school district’s ongoing planning efforts. Although financial forecasting is an ongoing process, it is most important as a component of budget development.
We Don't Need a New Middle School.
They WANT a New Middle School.

Here is what the Manual of Accounting and Financial Reporting for Pennsylvania
Public Schools has to say about forecasting:
Most districts make a 5 year financial projection
as a matter of course during budget talks.
Planning is fiscally responsible.
The district is talking about a building that will
affect district finances for over 20 years and they refuse
to give us a 5 year projection?
